Pure Dart capability ports supplied by a platform host and invoked by the resident Nomos Peer Runtime.

This package contains no peer implementation and no lifecycle controls. An application composition may provide credentials, secure device identity storage, provider-proof storage, and packaged law bytes. It cannot start, stop, synchronize, follow, or otherwise control a peer.
