Library split off from jovial_misc to isolate PointyCastle dependencies

Miscellaneous small-ish bits of Dart code that depend on PointyCastle. It's mostly for my own use, but you're welcome to it. This was split off from jovial_misc, since PointyCastly is an awfully big dependency to drag in for rarely-used code.
Offered under the MIT license.
