RetryChannelFundingCommand class

Broadcast the funding transaction of a channel whose funding broadcast failed, so the open can finish (bead libspiffy-1n3).

For the client side of a channel still in refundSigned: its refund is countersigned and journaled, its funding transaction is built and signed, and the broadcast that should have put it on the network did not (ARC was unreachable, or the process died before the answer arrived). Restart recovery reacts to inbound messages; this is how a host asks for the retry itself.

The funding transaction is not supplied by the caller: it is read from the channel's own journaled state, which is the only place it can honestly come from. The aggregate refuses a start naming a different transaction, so a retry can only ever re-broadcast the one the refund spends.

Safe to issue more than once. The inputs of a failed funding broadcast stay reserved, never spent — they are marked spent only after ARC accepts — so a retry cannot double-spend them; there is no replace-by-fee on BSV and no fee is changed. The funding is recorded in the wallet once, guarded by the journal and the wallet read model alike.
