ClaimChannelRefundCommand class

Claim the refund of an expired channel (non-cooperative close).

The client side of a channel holds a fully signed refund from the moment the server countersigns it, valid from the channel's lockTime on. This is the command that actually uses it: the library broadcasts the refund through ARC — a transaction WE broadcast, so ARC has standing to answer for it (spv-understanding.md) — journals the claim, and records the refund and its output in the wallet as an unproven receive.

Distinct from ExpireChannelCommand, which journals that a channel passed its lockTime and records the refund WITHOUT broadcasting it (an observer of the expiry may not be the one holding the transaction). The two converge: whichever runs first records the refund, and the other records nothing new.

There is no replace-by-fee on BSV. A broadcast rejected as a double spend is a terminal answer — the response says so and nothing is journaled as claimed; it is never retried at a higher fee.
