ChannelRefundClaimedEvent class

The outcome of a ClaimChannelRefundCommand (bead libspiffy-cqc, the V-99 follow-up).

The claim broadcasts the refund, journals it and records the money back in the wallet. None of that reaches the host on its own: unlike a close, which surfaces through the channel's own ChannelClosedEvent, a claim has no event the adapter forwards. Without this the host could not tell a refund that landed from one the network refused as a double spend.
