Classes

CompositeScroller: Composite Scroller that walks multiple host scrollables in the ScrollPlan order — vertical (largest first), then horizontal strips, topmost layer only.
ControllerScroller: Scroller backed by a ScrollController.
PositionScroller: Scroller backed by a ScrollPosition directly.
ScrollPlan: Which scrollables a CompositeScroller drives, in order — Android ScrollerPolicy.pickScrollContainers, adapted to a target-less scan:
SemanticsScroller: Scroller backed by Flutter's semantics actions.
UiSettleTiming: Default timings — kept here rather than reaching into the legacy UiActionTiming constants so the new explore/ subtree doesn't depend on the in-flight intelligence module.

kMaxCarouselHeightFraction → const double: A horizontal scrollable taller than this fraction of the viewport is a pager, never planned (Android MAX_CAROUSEL_HEIGHT_FRACTION).

planScrollables(UiSnapshot snap) → ScrollPlan: Pure planner — see ScrollPlan.
scrollsHorizontally(UiNode n) → bool: Axis of a scrollable: the semantics scroll actions when advertised (scrollLeft/scrollRight only ⇒ horizontal), else the aspect-ratio heuristic (width/height > 1.2).
