ScrollPlan class

Which scrollables a CompositeScroller drives, in order — Android ScrollerPolicy.pickScrollContainers, adapted to a target-less scan:

  • Topmost layer only. A bottom sheet's list must win over the (larger) page still in the tree BEHIND it — scrolling the background under a modal moves content the user cannot even see.
  • Vertical first, largest first — the page itself.
  • Horizontal only for strips no taller than kMaxCarouselHeightFraction of the viewport. A taller horizontal scrollable is a PAGER (PageView, TabBarView): page-snapping it is navigation, not scrolling, and silently changes screen context.
