SpeechSynthesisErrorEvent extension type

The SpeechSynthesisErrorEvent interface of the Web Speech API contains information about any errors that occur while processing SpeechSynthesisUtterance objects in the speech service.

The bubbles read-only property of the Event interface indicates whether the event bubbles up through the DOM tree or not.
