vault library
HashiCorp Vault as a secrets provider for Tom servers.
Register a TomVaultSecretsProvider with TomSecrets.register, and every
configuration value written as secret:vault:<path>[#<field>] is read from
Vault when the boot calls TomSecrets.load.
