SmartTimePicker class
A standalone time picker widget.
This picker allows selection of:
- Hour (12-hour format)
- Minute (based on allowed step values)
- AM / PM
❌ Does NOT handle date selection ✅ Emits a single DateTime representing the selected time
The emitted DateTime uses today's date with the selected time applied.
