ScanFlash class

Flashes a color over child for each scan event of session: green for accepted, amber for duplicate, red for rejected.

Honors ScanFeedback.flash and ScanFeedback.duplicates. The overlay does not take touches. Respects the platform's "reduce motion" setting by showing a shorter, fainter flash.
