Activity transition emitted by the VAD as it watches a stream. Distinct from voice_events.proto's VADEvent, which carries the broader pipeline-level taxonomy (BARGE_IN, END_OF_UTTERANCE, etc) via VADStreamEventKind. SpeechActivityEvent here is the narrow component-level transition.
