ModelRegistryFetchAssignmentsRequest class

FetchAssignments request/result. Replaces the JSON shim racModelRegistryFetchAssignments and the Web SDK's offline-friendly fetchModelAssignments() entry point. The platform adapter owns HTTP transport; commons consumes the cached / fetched entries and returns a canonical proto byte payload.
