ServiceStateLife extension

Whether the revali dev process behind a service in this state is gone.

The distinction the whole restart key turns on, and the reason it is one definition rather than a crashed || stopped written out at each site: the footer decides what to advertise from it, the app decides whether to fire the callback from it, and the runner decides whether to spawn from it. Three readings that disagreed would be a key the legend offers and the runner declines, which is the exact complaint this leaf exists to answer.

ServiceState.failed is deliberately NOT dead. revali dev is still up and still watching .revali_cmd; a reload from there reaches serving again without anything new being spawned.
