Creates a new DatabaseInstanceSettingsDataCacheConfig. dataCacheEnabled Whether data cache is enabled for the instance. Defaults to true for MYSQL Enterprise Plus and PostgreSQL Enterprise Plus instances only. For SQL Server Enterprise Plus instances it defaults to false.
