UiSpinner class

Design-system orbital spinner implemented without Material or Cupertino.

With a value, the orbit fills progressively and remains still. Without a value, the same fully charged orbit rotates. This lets interactions such as pull-to-refresh move from user-controlled progress to indeterminate work without replacing the indicator.
