LocalLawCurrency class

WHETHER MISSING LAW MIGHT STILL ARRIVE IS THE OFFICE'S TO STATE.

A client that finds its domain absent wants to know whether to say "sync and try again" or "this was never deployed". Reception used to guess, by reading a SyncStatus.behind count that the reducer only ever sets to 0 or null — so the "local custody is stale" arm was unreachable and the answer was always "never deployed". Whether local custody trails a remote frontier is a correspondence fact; the desk says what it knows, including that it knows nothing yet.
