LivePack class
A pack the stream sends: a checkpoint, a history slice, a ref, settled-letter outcomes, or a batch
of the offers after a copy's head (request_id "level:", base the head it continues): the
sealed offers as the commits the peer admitted them in, so the copy's kernel adopts exactly those
commits on the same parent and verifies them by hash.
