Drops whatever the offline queue is holding for the optimistic row tempId, returning how many operations went. 0 on clients without an offline queue configured, and on a row that was never queued.

The counterpart to enqueueOfflineAttachment (and to the automatic enqueue every failed send does): call it whenever a failed bubble stops being the row the queue should deliver — the user discarded it, or a retry is re-driving the same file under a fresh id. Skipping it sends a message the user cancelled, or sends it twice, and neither can be taken back out of the room.
