Shows an NmAchievementToast at the top of child for every achievement on stream, for duration or until closed; a newer one replaces the shown one. Draws in its own stack, so it works in MaterialApp.builder. Added in 0.3.0.

Parameters (counts, values, status pills) are never dropped before the label. When the label is hidden it becomes the tooltip and the semantics label, so the element stays understandable.

Localizations delegate that accepts every locale. It loads the base translation when there is one, else a language registered in NmLocaleRegistry (nativemind_translations), else English. Used by the libraries.
NmFeatureTour
A short paged introduction of a feature in a dialog: skip, pages with an illustration, page dots, and a "Next" / "Get started" button. showOnce shows it only the first time (remembered under NmFeatureTour.showOnce's id). Added in 0.3.0.
NmFilterBar
Active filters as removable brand-tint chips, then "+ Фильтр" (dashed) and any trailing controls (a topic picker, a keyword input). Added in 0.3.0.

Every mutation (add/edit/reorder/delete) writes into the same per-zone draft as the DEF-code textarea, so one Save/Cancel bar governs both (Requirements Iteration 2, Acceptance Criteria #11-14).
