NmPlatformConfig class

A platform's eight config files as JSON, with the helpers the config panels use. Ported from taxlien-platforms-app config_repo.dart without the file IO: the files come from the service API (ConfigEditorState). A platform's configuration: one decoded JSON document per config file (manifest, selectors, mapping, counties, …), as edited by the config panels.
