consumeRejectionCooldown → const Duration

How long a consume endpoint that refused this room's credentials (connection-rejected with a permanent reason) is skipped. Domain updates call connectIps again and again; without this each would retry the same refusal. Keyed by the room's socket collection, so another room starts clean.
