UTXOSplitInitiatedEvent class

A split the wallet aggregate was asked for, in a journal written by an earlier release.

Nothing emits it any more (bead libspiffy-lph4). The split command never reached the aggregate — WalletManagerActor hands it to BenfordCoordinatorActor, which builds, records and broadcasts the split through commands of its own — so the aggregate's handler, which emitted this event, was reachable only by calling the aggregate directly. Its feeRate is the satoshis-per-byte rate that command carried; every fee is now ARC's published policy rate.
