ImportWalletCommand class

Import a wallet from extended private key or WIF.

With resume the wallet must already exist and no key is given: the ImportActor reads it from secure storage, skips the addresses and transactions the wallet already holds and imports the rest. The same command resumes an import after the host was killed, retries one that finished with ImportCompleteEvent.transactionsFailed above zero, and rescans a wallet for new history.
