CompleteDeferredPaymentCommand class

Completes an outstanding deferred payment that the wallet signed only in part, with rawHex: the same transaction carrying the counterparty's signatures on the inputs the wallet does not hold.

A sale in one transaction is the case: the first side to sign records a half that cannot be broadcast, and holds its inputs. When the other side returns the completed transaction, the wallet records it in the half's place: same inputs, sequences, outputs, version and lock time, the wallet's own unlocking scripts unchanged. The completed transaction takes over the hold, and the half is DeferredPaymentState.completed. Nothing is broadcast here: settle the completed transaction as any other deferred payment (or the counterparty broadcasts it). Replied with DeferredPaymentCompletedEvent.
