ChannelOpenResentEvent class

The outcome of a ResendChannelOpenCommand (bead libspiffy-1n3).

success means channel_open was handed to the app's transport again, with the same payload as the first one (toPeerId names the peer it was addressed to). Nothing was journaled and nothing about the channel changed.

A failure — the channel is not open here, this node is not its client, no counterparty peer is known — is reported here only. No channel_error is sent: a re-send that cannot happen is not a channel that has been abandoned.
