BEEFSettledEvent class

Result of settling a BEEF via ARC.

submittedCount is the number of TXs successfully accepted by ARC. skippedCount is the number of TXs skipped because they were already on chain (hasMerkle=true). failedCount is the number of TXs that ARC rejected; their txids and per-tx error messages are in failedTxids and failureErrors (same length, same index). error is an aggregated summary for display.
