P2PMessageToSendEvent class

An outgoing peer-to-peer message the app must transmit to toPeerId on its own transport (bead libspiffy-a2v3).

The library builds the payload and names the peer; carrying it is the app's job. ChannelP2PMessageToSendEvent is this event under its original, channel-named class, so an app that listens for the channel class keeps working; the merkle-proof protocol emits this base class with messageType proof_request / proof_response, so an app that wants proof recovery must listen for P2PMessageToSendEvent.
