knowa_kbridge library

The Flutter bridge for knowa_kernel.

Separate library from knowa_flutter_bindings.dart on purpose: that one is the dart_eval surface and pulls dart_eval in with it. A host running only KIR patches imports this and gets the bridge without the other interpreter.
