InfospectMobileToolbar class

Flat 40px mobile toolbar used by pushed Infospect screens (Breakpoints, network details, etc.) so they match the main list chrome density.

Extends its background into the status-bar inset the same way AppBar does, so Scaffold does not leave the toolbar sitting under system UI.
