TooltipTail class
The tail (arrow toward the target) rendered behind a tooltip slot.
Engine-internal: overlay_engine.dart wraps it around every slot — the
default tooltip, a custom tooltipBuilder and multi-content slots — so the
public tooltip widget stays hole-agnostic (it does not know where the
target is). The tail always points at the primary target's hole; disable
it per theme (HintTheme.showTail) when a custom tooltip draws its own
pointer.
