HintMissingTargetPolicy enum

What to do when a step's target never appears within its wait timeout.

• abortTour (default) — the tour ends with a timeout diagnosis.
• skipStep — the step is diagnosed and the tour continues with the next one; skipping the last step finishes the tour. For conditionally-absent targets pair with a short waitTimeout (Duration.zero skips instantly, no waiting flash).
