CapabilityFailureKind enum
WHY a capability's turn failed — the engine-owned discriminant that replaces
the transitional boolean on Failed.
A capability can only report these three. StepFailureClass.storeUnavailable
is a HOST observation (a dropped chokepoint write) and is never emitted by a
capability.
