SafaehSheet class

Live handle for the enclosing showSafaeh route.

On phone, enableDrag gates drag-to-dismiss from the whole sheet surface. It starts as showSafaeh's enableDrag argument and can change while the route is open. Tablet dialogs ignore the gesture.
