ImportCliCommand class final

The fa import subcommand (issue #1562): cross-harness session import.

--harness names the foreign store (omp|kimi|opencode|claude); exactly one of --all / --session=<id|prefix> selects the targets. Discovery is scoped to the current folder; no provider/model/key is ever built for this verb.
