CapabilityFloor class sealed

A platform's capability ceiling: the most a profile may declare.

Floors make the narrowing invariant enforceable — a profile state is checked against its floor at construction, so force-enabling a floored capability throws HostProfileViolation instead of wiring something the platform cannot deliver.
