ToolScope enum

Where a tool decision can come from: the scope stack, ordered from the shallowest (broadest) to the harness's platform default.

ToolScope.builtin is the platform's own decision — the default tool wiring and the hard capability floor. Precedence in resolveToolAvailability follows the order of the scopes list (shallow→deep), not this enum's declaration order.
