ProfileTarget enum
What kind of machine a profile is written for.
Alongside ProjectProfile.name, not instead of it. The name is what a
person typed — "Store demo build" — and a rule that wants to know whether
it is looking at a phone has no business parsing that string. target is
the three words a rule can switch on; the name is the one a person reads.
