DeterministicSampler class

Sampler that makes consistent sampling decisions for a seed, using Knuth hashing: the same seed always gets the same decision at a given rate.

Whether the UUID uuid, such as a RUM session ID, is sampled at samplingRate. See seedFromUuid.
