DVKioskExternal enum

What a kiosk does with an address that is not this application.

A different question from DVKioskPolicy.allow, which is why the specification made it a different key. The allow list says which of this application's own routes the kiosk shows; this says whether a URL may be handed to something that is not this application at all -- another origin, a mail client, a dialler. The first is navigation inside the boundary and the second is the boundary.
