FrameType enum
Frame types and their type bytes on the wire.
The codes are explicit and match go-udx, which leaves 0x0c unused. They used to be the enum's index, which has no gap, so every type from stopSending up was one lower than go-udx's: go-udx and js-udx rejected this side's STOP_SENDING, and this side misread their STREAM_DATA_BLOCKED (0x0f) as NEW_CONNECTION_ID and dropped the packet, losing the recovery for a dropped WINDOW_UPDATE.
