AddressType enum

Encapsulates Shelley address types. Handles proper bech32 encoding and decoding mainnet and testnet addresses.

Note: Currently only supports Base addresses and Key credentials. TODO: Subclass ShelleyAddress into BaseAddress, EnterpriseAddress, PointerAddress and RewardsAddress to support different behaviors.
