LocaleStorage class abstract

Contract for persisting user locale selection across browser sessions.

Pure-Dart interface. In browser environments, adapters can implement this using window.localStorage without introducing browser dependencies into core logic. In SSR or test environments, InMemoryLocaleStorage provides an in-memory fallback.
