BeuiExpandableTabs class

An icon tab bar whose active tab expands into a labeled pill while the shell springs open around the tab's panel — the Flutter port of beUI's ExpandableTabs.

Behaves like an open menu: outside taps and Escape close it. value follows the controlled + uncontrolled convention (null = closed). Reduced motion snaps sizes and swaps panels with fades.
