Support tier

Supported Zuke infrastructure dependency; applications normally use a primary SDK package. Most applications should use one of the primary packages instead: zuke_annotations, zuke_frontend, zuke_runner, zuke_runner_flutter, zuke_http_runtime, zuke_dart_build_hook, or zuke_cli.
