Drives the rescan-recovery flow (FR-1b). Root-scoped (a plain, non-autoDispose NotifierProvider) so the "rebuilding" cue persists across the session swap a rescan performs — it is built lazily when the wallet surface first watches it and lives for the container's life thereafter.
