The TERMINAL FACT of the most recently completed send flow (FR-26), keyed by SendFlowOutcome.flowId. Written by SendController; read by whoever owns that flow's host report.

A SEPARATE channel from sendControllerProvider on purpose. The rendering state is global and has no flow identity on it, and the controller deliberately REFUSES some state writes — a landing that arrives after a session flip is swallowed by the instance-identity guard, and a screen reading that silence would report "nothing was created" over a transaction that was signed and broadcast. This provider carries the fact regardless of whether the state write happened.
