Flows whose spend closure was actually ENTERED (FR-26).

The screen grades an abandoned flow at teardown, and ref is unsafe there, so it used to latch on "the machine reached a SendSubmitting / SendQueuing transient". That is a different question: a queue-time compose failure reaches the transient and signs nothing, and an authorizer denial reaches it and returns the user to a live Review. Both then graded as "we lost the answer" over a flow that provably created nothing ( review). Only the controller knows whether the spend was entered; this is how it says so.
