Constants

maxBackoff → const Duration
minBackoff → const Duration
Reconnect backoff floor and ceiling. A flaky link must not be hammered (battery + server politeness on unstable networks), and recovery must not stall forever — so backoff grows from minBackoff, doubling, and is capped at maxBackoff. Public so the policy is pinned at its boundary by tests (no magic numbers).
