Hands back the internally owned reorder controller, right after it is created.

The supported way to reach what the config cannot express: reading isDragging for chrome, cancelDrag(), subscribing to pointerPosition for a custom overlay, or driving TreeReorderController.moveTo programmatically. Do NOT dispose it.
